How do you study in Germany from Pakistan? (2026)

Germany’s public universities charge little or no tuition, which draws thousands of Pakistani students. This guide explains who can get in, what it really costs, the blocked account, the student visa and the traps that catch families.

Short answer

Most public universities in Germany charge no tuition for bachelor’s and most master’s courses, but you pay a semester contribution, and Baden-Württemberg charges non-EU students €1,500 a semester. With FSc alone you need a Studienkolleg or one year of university in Pakistan first. Is university really free in Germany for Pakistani students?

At most public universities, yes, for tuition. You still pay a semester contribution, you must prove you can cover living costs, and two states break the free-tuition pattern. The real cost of Germany is rent and daily life, not fees.

Tuition at state universities

As of 18 September 2026, DAAD, Germany’s academic exchange service, says there are generally no fees for bachelor’s courses or most master’s courses at state higher education institutions. The word “most” matters: some master’s programmes do charge fees, so read the fee section of each programme page. Private universities set their own fees, and those are often substantial.

The semester contribution

Every enrolled student pays a semester contribution. DAAD puts it at roughly €70 to €430 a semester. It funds student services and the student union, and at many universities it includes a public transport ticket. It is not optional, and you usually pay it before enrolment is complete.

Baden-Württemberg and Bavaria

Baden-Württemberg, the state that includes Heidelberg, Stuttgart, Freiburg and Karlsruhe, charges non-EU students €1,500 per semester for bachelor’s and consecutive master’s programmes. The state science ministry lists exemptions, including doctoral students. In Bavaria, DAAD says individual institutions can set fees for international students that can reach several thousand euros per semester. Check the fee page of each university before you apply.

Living costs are the real budget

DAAD estimates students need between €900 and €1,200 a month, with rent the largest part. Munich, Frankfurt and Hamburg sit at the top of that range or above it. A smaller university town is cheaper, but part-time jobs can be harder to find there. I tell families to plan on the blocked account amount as a floor, not a comfortable budget.

Can you get admission in Germany after FSc, A levels or a Pakistani degree?

It depends on your qualification. FSc, ICS and other HSSC certificates do not give direct entry to a German bachelor’s. A levels may, depending on the subjects. For a master’s, you need 16 years of education.

HSSC holders: two routes

As of 18 September 2026, DAAD’s Pakistan office says the Pakistani Higher Secondary School Certificate is not considered equivalent to the German Abitur. It gives two options:

  • One year at a Pakistani university. Complete one year of undergraduate study in Pakistan, then apply for a bachelor’s in the same field in Germany.
  • Studienkolleg. Attend a foundation course in Germany and pass the assessment test, the Feststellungsprüfung, before applying for a bachelor’s.

What a Studienkolleg involves

A Studienkolleg prepares students whose school certificates are not recognised for direct entry. Courses are grouped by subject area, for example engineering, medicine or economics, and your later degree must match the course you passed. DAAD Pakistan says you need basic German to apply, because teaching is in German. Places are limited, and most Studienkollegs set their own entrance test.

Students who come to Germany for a Studienkolleg usually apply for a prospective student visa or a visa tied to the preparatory course. Studienkolleg students also need health insurance.

A levels

DAAD Pakistan says A level holders may apply directly for an undergraduate course, depending on the number and field of their A level subjects. The rules on subject combinations are detailed, so check your exact subjects before you assume direct entry.

Master’s applicants

For a master’s, DAAD Pakistan says you need 16 years of education, such as a four-year BS, BE or BSc Honours, or a two-year bachelor’s followed by a master’s. Universities also look at the subject match and your CGPA. Many ask for a minimum converted German grade, so a weak CGPA narrows your choices.

Checking your own case

DAAD’s admission database gives a non-binding check of whether your certificates qualify you to study in Germany. It draws on anabin, the database run by the Central Office for Foreign Education. anabin also shows how Pakistani universities are rated. A university whose status is unclear there is a risk worth raising early with the German university’s admissions office.

Do Pakistani students need an APS certificate for Germany?

No. The APS certificate is a requirement for some countries, but Pakistan is not one of them. Do not pay anyone to “arrange” one.

As of 18 September 2026, uni-assist, the service that checks foreign applications for many German universities, describes the Akademische Prüfstelle as a joint institution of the German Embassy and DAAD that exists in China, Vietnam and India. It checks the authenticity of educational records in those countries before students apply.

Much of the APS talk online comes from Indian study pages, and some Pakistani agents copy it. For Pakistan, the checks happen through HEC and IBCC attestation, the university’s own review or uni-assist, and the visa officer’s assessment. If an agent tells you an “APS interview in Islamabad” is required, ask them for the official page that says so.

Which documents need HEC and IBCC attestation for Germany?

School certificates are attested by IBCC, and university degrees by HEC. German universities and uni-assist then want copies, and some want officially certified copies. Leave time for all three.

What DAAD and uni-assist expect

  • SSC and HSSC. DAAD Pakistan says these need attestation by the Inter Board Committee of Chairmen (IBCC).
  • Bachelor’s and master’s degrees. DAAD Pakistan says these need attestation by the Higher Education Commission. uni-assist’s Pakistan page asks for the degree certificate and transcript with HEC attestation stamps.
  • Passing grade. uni-assist also asks for the minimum CGPA or percentage your university requires to award the degree. The minimum for a single course is not enough. A letter from your university’s examinations office usually covers this.

Certified copies from the German missions

As of 18 September 2026, the German Embassy in Islamabad and the Consulate General in Karachi certify copies of educational documents for university applications. Islamabad requires an online appointment. Karachi accepts walk-ins from Monday to Thursday between 1:30 and 2:30pm. Students in or near Lahore are told to contact the Honorary Consul there.

Bring originals, copies in the same order and your passport. The missions certify up to four sets per person per day. One set is free if you show you intend to study in Germany, for example with an email from a German university. The copies do not need a separate HEC cross attestation, according to the Embassy’s page.

Should you choose a German-taught or an English-taught programme?

Both are possible. English-taught programmes are common at master’s level and rarer at bachelor’s level. German-taught degrees open far more choice and make daily life, part-time work and later jobs easier.

English-taught programmes

DAAD’s international programmes database lists courses taught in English. Most ask for IELTS or TOEFL at a score set by the programme. Some accept a medium of instruction letter from your Pakistani university, and many do not. Read the rule for each programme instead of relying on what worked for a friend.

German-taught programmes

German-taught degrees usually ask for TestDaF or the DSH exam at a level set by the university. Reaching that level from zero takes serious time, often more than a year of steady study. For HSSC holders using the Studienkolleg route, German is not optional at all.

My practical view

Even on an English-taught master’s, learn German from the day you decide on Germany. Students who arrive with some German find rooms, student jobs and internships more easily. Those who arrive with none often find the city harder than the course.

How do uni-assist and German university applications work?

Some universities take applications directly on their own portals. Many others ask international applicants to apply through uni-assist, which checks foreign certificates on their behalf. The programme’s admission page tells you which route applies.

uni-assist fees

As of 18 September 2026, uni-assist charges €75 for the first programme you choose in a semester and €30 for each additional programme. The fee is payable whatever the result. Universities using uni-assist may also ask for a preliminary review document, called a VPD, which you then submit to the university yourself.

Deadlines and intakes

German universities run a winter semester, starting around October, and a summer semester, starting around April. Many programmes admit only once a year. Deadlines differ by university and by programme, and some English-taught master’s programmes close many months before the semester starts. Put each deadline in a table and work back from it.

What a strong application contains

  • attested degree and transcripts, or IBCC-attested school certificates;
  • proof of the university’s passing grade, where uni-assist asks for it;
  • a language certificate at the level the programme sets;
  • a CV in the European format the university prefers, if it states one;
  • a motivation letter that is about this programme, not a template;
  • certified copies where the university asks for them.

How the blocked account works

A blocked account, or Sperrkonto, is a German account that releases a fixed amount to you each month once you arrive. The Federal Foreign Office says the amount follows the maximum BAföG student support rates, so it changes from time to time. The Embassy says it may, in specific cases, ask for funds covering up to two years. Check the Embassy’s financing page on the day you transfer money.

Pakistani details that catch people out

  • The Embassy says your signature for the blocked account must be attested at the Embassy in Islamabad, the Consulate General in Karachi or the Honorary Consul in Lahore. It gives the attestation fee as roughly €25, with the rupee amount depending on the exchange rate.
  • The provider must give authorities a way to verify the account, such as login access. Use an established provider the Embassy accepts.
  • Only the official opening confirmation, showing the amount paid in and the monthly release, counts for the visa.
  • The transfer from Pakistan must be lawful and traceable, through a bank. Hawala and cash deposits by strangers create questions you do not want.

A letter from your father in Pakistan, however wealthy, does not replace these. His role is to fund the blocked account through a documented bank transfer.

The Embassy’s student visa page says the portal gives a fully digital application process. You register, complete an interactive questionnaire, upload scanned documents, and then receive either an appointment or a request for more documents. The Embassy notes a technical issue where some documents show as optional when they are not. Always upload your earlier certificates, transcripts and proof of any tuition paid, or your registration stays halted.

  • school and university certificates and transcripts;
  • proof of funds, usually the blocked account confirmation;
  • proof of health insurance;

Fee and processing time

The German missions in Pakistan list €75 for a national visa, and their fees page says visa fees are paid in cash at the counter. They also say national visa processing times vary widely and depend on the purpose and the quality of your documents. The student visa page describes high demand and asks applicants to avoid repeated enquiries. DAAD warns a visa can take months, so apply as soon as your admission and funds are in place.

Student visa or prospective student visa

If you have an admission letter, you apply for a student visa. If you are waiting for a decision or must pass an entrance exam, DAAD says you can apply for a prospective student visa, valid for up to nine months. DAAD also says a tourist visa cannot be converted into a student visa later, so a Schengen visit visa is never a shortcut.

After you arrive

The visa gets you into Germany. For a stay over three months, you register your address and apply for a residence permit at the local foreigners authority, the Ausländerbehörde. Book that appointment early, because many cities have long waits.

What health insurance do you need to study in Germany?

You need health insurance for the visa, for enrolment and for the residence permit. DAAD says students must show cover that meets German standards by the time they enrol or, depending on the country, by the time they apply for the visa.

Follow the Consular Services Portal checklist for the cover it accepts at the visa stage. Once enrolled, you choose statutory or private cover. DAAD says students under 30 pay a reduced statutory student rate of about €120 to €130 a month, and the standard rate applies from 30. Private plans can look cheaper but may stop you switching back to statutory cover later. Studienkolleg students need insurance too.

Can you work part-time while studying in Germany?

Yes, within a yearly limit. Part-time work helps with living costs, but it will not pay for your studies, and the visa is granted on the assumption that you do not need it to survive.

How do you avoid agent scams and problems at the Pakistani airport?

The German route has fewer moving parts than some countries, but agents still sell things that do not exist, and families still lose money. Most of the official steps cost little.

Warning signs

  • An agent charging for an “APS certificate” for Pakistan.
  • A fee to “book a slot” on the Consular Services Portal, which you register on yourself.

FIA immigration officers check that your passport and visa are genuine. Carry your admission letter, blocked account confirmation, insurance papers and accommodation details in your hand luggage. Your answers should match your file, because the story you told the Embassy is the one you will tell at the counter.

How do you apply, step by step?

This order works for most Pakistani students aiming for a winter semester start. Begin about a year ahead if you can.

  1. Check your eligibility for the level you want

    Use the DAAD admission database and anabin to see whether your certificates give direct access. With HSSC alone you need either one year of university study in Pakistan in the same field or a Studienkolleg and the Feststellungsprüfung. For a master’s you normally need 16 years of education.

  2. Shortlist programmes and read each admission page

    Search the DAAD programme database for German-taught or English-taught courses. For each one, note the deadline, the language requirement, the grade requirement and whether you apply directly to the university or through uni-assist.

  3. Attest and certify your documents

    Get SSC and HSSC attested by IBCC and your degree attested by HEC. Where a university asks for certified copies, book the German Embassy in Islamabad, visit the Consulate General in Karachi, or contact the Honorary Consul in Lahore.

  4. Apply to universities and wait for admission

Applying for a bachelor’s straight after FSc

Students apply to programmes they cannot enter, pay uni-assist fees and wait months for a rejection. The HSSC route needs a Studienkolleg or a year of university study first. Check eligibility before you pay any application fee.

Leaving attestation until the end

HEC and IBCC attestation and certified copies take time. Students who start them after finding a programme often miss the deadline and lose a whole intake.

Underfunding the blocked account

Some families transfer a round figure without checking the current amount, or forget the provider’s fees. The visa application then stalls for a top-up and a new confirmation.

Treating “free tuition” as a free degree

Students choose a university in Baden-Württemberg or a fee-charging Bavarian institution without reading the fee page. Others ignore rent. The shortfall shows up in the second semester.

Relying on part-time work to survive

A realistic example

This is a hypothetical illustration, not a real client. Hamza lives in Faisalabad. He has an FSc pre-engineering and a BS Electrical Engineering from a recognised Pakistani university with a solid CGPA. He wants an English-taught master’s starting in a winter semester.

  • Twelve months before. He checks his university in anabin and shortlists programmes on DAAD’s database, noting deadlines and whether each uses uni-assist.
  • Eleven months before. He gets his degree and transcript attested by HEC, and a letter from his university stating the minimum passing CGPA. He books IELTS.
  • Nine months before. He applies to four programmes: two directly and two through uni-assist, paying €75 and €30. None is in Baden-Württemberg, because his family’s budget has no room for the €1,500 semester fee.
  • Five months before. An admission letter arrives. His father transfers the money through the bank, and Hamza opens a blocked account for the full amount after attesting his signature at the Honorary Consul in Lahore.
  • Four months before. He registers on the Consular Services Portal, uploads every certificate, and waits for his appointment in Islamabad.
  • On arrival. He registers his address, enrols, takes statutory student insurance and books the foreigners authority.

Nothing in his file is unusual. It is simply on time, complete and consistent.

The version that goes wrong

Now imagine his cousin Areeba in Sialkot, with FSc pre-medical. An agent tells her she can start a bachelor’s in Germany directly, charges PKR 450,000 for an “APS certificate and guaranteed admission”, and produces a letter from a private college she cannot verify. None of it fits the official rules. The honest route for her is a year at a Pakistani university in the same field, or German lessons and a Studienkolleg application.
